The Federal Cadastral Chamber of Rosreestr has prepared instructions for coordinating the boundaries of land with neighbors.
The cadastral engineer will help to establish the boundaries of the site. And the service "Register of Cadastral Engineers", which can be found on the website of the cadastral chamber of the Rosreestr, will help to choose the best specialist.
The cadastral engineer must also carry out the procedure for coordinating borders: individually with each owner of an adjacent plot or at a general meeting. In both cases, an agreement is drawn up, which is certified by personal signatures of all interested persons or their representatives. If it is necessary to hold a general meeting, then each owner of the site is informed about it at least 30 days in advance. This is the responsibility of the cadastral engineer, who sends out information about the meeting to mail or email addresses. It is important to note: if the cadastral engineer cannot find the address of one of the neighbors, then the notice addressed to him is published in the press, usually in the local newspaper. Despite the fact that the addressee may not read the advertisement in the newspaper, it will be considered duly notified. Moreover, the absence of objections from him, the failure to appear at the meeting will be regarded as consent to the borders of the neighbor’s land plot.

The law allows holding a meeting of owners in any place - as agreed with interested parties, even without going to the site. If someone disagrees with how the borders went, it is necessary to submit written objections to the cadastral engineer. Their cadastral engineer will record in the act of approval, and the original objections will become an integral part of the boundary plan. The cadastral engineer does not have the right to resolve land disputes, therefore, if there are reasonable objections, the registration authority will suspend registration and registration actions, and neighbors will have to resolve disagreements already in court. However, litigation regarding the establishment of the boundaries of the plots is considered one of the most complex and lengthy. Therefore, it is better to agree with the neighbors on the spot.
