Import growth contrary to sanctions and the course towards the automation of customs processes

At a meeting of the final collegium of the FCS (Federal Customs Service) in March 2020, conclusions were drawn on foreign economic activity and the work of the department itself in the past 2019. Minister of Finance of the Russian Federation Anton Siluanov noted that the ongoing development of technology in customs allows significantly reducing the time and finance of participants in foreign economic activity - this has a positive effect on business in Russia and opens up new prospects for the development of exports / imports.
Consider what the statistics of Russia's foreign economic activity for 2019 say and find out what changes in the structure of the sale of goods have occurred in comparison with previous years.
Statistics of participants of foreign economic activity 2019
According to official data, the number of enterprises participating in foreign trade in 2019 continued steady growth. However, it was found that the indicators increased only due to importing companies. But the number of domestic exporters, which has been steadily growing in recent years, has decreased by the end of the year. To draw conclusions is the work of professional analysts, for example, the FEA-Stat company, but even without deep analysis, it is clear that the matter is the deterioration of the economic situation in the Russian Federation and the presence of certain difficulties for suppliers of goods to foreign partners.
China remains the leading importer and at the same time exporter of Russia - moreover, this country in 2019 strengthened its position in terms of trade volumes. The number of Russian companies trading with the PRC exceeded 30 thousand - every third participant of foreign economic activity conducts business with Chinese partners. However, the number of exporters to this country has decreased compared to 2018. A similar trend, only slightly on a different scale, is observed in relation to Germany (second place in the number of trade relations) - imports increased, but exports fell by 17%. Lithuania remained in third place, while Italy and Poland took 4 and 5 places, respectively. In all these countries, there is an increase in the share of imports and a slight decrease in exports.

The import product structure is as follows:
1. Electronics and equipment, sound recording and television fittings (26.57% of the total value of imports).
2. Boilers, machine tools and equipment (23%).
3. Ground transportation and spare parts for it (4.1%).
The structure of exports of goods from Russia is almost unchanged. In the first place, the basis of the domestic economy is oil products. About one and a half thousand firms are involved in this area. More than seven thousand companies are involved in the export of machine tools and equipment, and more than 5 thousand enterprises are involved in the sale of plastics.
As for the settlement currency between the participants in foreign economic activity, despite the intention of Russia to increase the number of operations in rubles, the share of the world's major monetary units in trade operations does not change - the dollar and the euro are still in the first places. True, the strengthening of these currencies in 2019 occurred only due to an increase in the share of imports. In third place is the Russian ruble, while among importers the domestic currency lost about 20% of customers. But the Chinese yuan following, significantly improved its position in comparison with 2018.

A specific individual list of importers or exporters by industry, direction and region can be ordered on the website of the Ved-Stat Analytical Group. Specialists will carry out full-scale professional work with specific indicators for each area of trade.
With regard to customs activities, there was a significant increase in the automation of processes. So, in 2019, more than 2.8 million declarations were automatically registered (this is 1 million more than the year before last). The number of transit electronic declarations has also increased and the volume of goods delivered to the country through international electronic commerce has increased. In other words, the transition of Russian customs to digital format, where possible, is being implemented at the planned pace. At the same time, the economic efficiency of customs inspections doubled compared to the year before last.
Conclusions and Economic Perspectives
Given the dynamics of changes in 2019 compared with the previous year, we can conclude that the share of imported products in the structure of import / export is steadily growing. The decrease in the number of exporting firms and the proceeds from sales is an indirect evidence of economic stagnation in the country. This year is unlikely to rectify the situation for the better, since the current situation with trade has been significantly disrupted due to the impact of the coronavirus pandemic. For the same reason, these conclusions about the economic status of the country and the state of trade can be made only after the return of foreign economic activity to normal.
