Customs today is a promising technology and professionalism

Based on the results of work in 2017, Rostov Customs took the third place in the nomination "The Best Border Customs Team" in the framework of the annual competition for the best collective of customs bodies of the FCS of Russia. The key to success is not only the well-coordinated work and professionalism of officials, but also the orientation towards the active application of advanced customs technologies.

The priority of the electronic form of declaring, the automation of the performance of customs operations and the reduction of the time for their fulfillment are fixed in the Customs Code of the EAEC, which entered into force on January 1, 2017.

The implementation of these provisions at the customs level takes place through the use of electronic transit technologies, automatic registration and automatic release of goods declarations, use for customs operations at the arrival / departure of water vessels of the Port of Seaport software complex.

The share of automatically registered electronic declarations for exported goods in 2017 was 47%, for imported goods - 4%.

The auto-release occurs basically in relation to the exported goods. At the end of 2017, the share of such declarations is 15.5% of the total declarative array. On imported goods, this technology began to spread from October 2017. At the Electronic Declaration Center of Rostov Customs for the first time in South UT, automatic production of imported goods was carried out.

During the year 2017, the customs office was working on the preparation, and then the pilot operation of the CPS "Portal Sea Port". This software allows to solve the task of performing customs operations at the arrival / departure of water vessels in electronic form. In the Rostov customs, the CPS "Portal Sea Port" operates at two customs posts: the customs post Rostov-on-Don river port and the Azov seaport customs post. The experimental operation of the KPS began in April 2017. In the first month alone, 156 ship notification / arrival notices, 125 preliminary information on goods were accepted and registered in one post at the Azov Sea Port, and other operations with shipboard operations were carried out. In total, in 2017, with the help of the Port of Sea Port CSC, 1281 ships were received for arrival at the customs post Rostov-on-Don and 171 for departure, at the customs post the Sea Port of Azov - 609 ships for arrival and 484 for departure.

On an ongoing basis, Rostov Customs conducts activities aimed at achieving the maximum value of the application of electronic declaration technology for the customs procedure for customs transit. As a result of 2017, the share of transit declarations, issued in electronic form, in the region of the Rostov customs was 95%; at the customs posts of the Azov, Zhukpora Gukovo, Rostov-on-Don (Platov) Airport, Nesvetaysky Airport, Gukovo MAPP - reached the maximum level of 100%.

The indicators achieved by customs in the application of promising information technologies are the result of a large amount of work, effective interaction of customs and customs posts, regular organization of working meetings and round tables with participants in foreign trade activities.

In 2017, customs posts of the Rostov customs issued 79 810 DT. The federal budget transferred 22,804.06 million rubles. The foreign trade turnover in the region of customs activity for 12 months of 2017 amounted to 6.4 billion dollars and 13.4 million tons and increased by 7.5% compared to the same period of last year, while the volume of physical volumes decreased by 10.3%.
