Analysis of major road accidents in Russia involving public transport and large cargo vehicles shows that the cause of most accidents are violations by drivers of traffic rules, including due to a critical loss of attention and loss of concentration. Under the decree of the President and the Government of the Russian Federation, under the auspices of the Agency for Strategic Initiatives, the STI and the NeuroNet Union in 2017, a project was launched to combine various technologies for monitoring, controlling drivers and vehicles in public and freight transport to create a solution that would reduce the risk of such situations on the road.

In the summer of 2017, GLONASS and Skytrek, the resident of Skolkovo, the developer of solutions in machine learning, neural network technologies and video analysis, entered into a partnership agreement in the use of satellite navigation technologies, products and services for the benefit of socio-economic development and to solve the priority socio-economic tasks of the development of the Russian Federation and the subjects of the Russian Federation, after which they began work on the project. In just a few months, the SkyTrack team, in partnership with GLONASS, alos create a prototype of an innovative transport security Skytracking Transport Security (STTS), as well as prepare for the test. The decision was presented at the forum "Open Innovations 2017", at the "Transport Week 2017" and aroused great interest both from the profile government agencies and representatives of commercial road hauliers. The "field" testing of the Skytracking Transport Security system (STTS) was carried out on the basis of JSC "Bus park" in Veliky Novgorod and was successfully completed last week.

By the time of the pilot project, STTS was an intelligent system for video analysis, processing and visualization of driver and vehicle data using machine learning technologies and from GLONASS, which is capable of early warning of negative transport incidents in real time.

A set of STTS equipment, including a video camera, a mini computer and a GLONASS transmitter, was installed in the driver's cab on five vehicles - four new city buses and one trolleybus of JSC "Bus park". Photographs of drivers were entered in the database, which allowed them to be identified through the camera on points on the face before the movement. On the working computers of the managers of the transport enterprise, a monitoring and control portal for transport security was deployed to display data on incidents and analytical indicators in real time. The work of the complex is the following process: information from vehicles, including the video stream and coordinates, enters a mini-computer, pre-processed, then sent via modem to the HEAVEN data processing platform on the SkyTrack servers in Moscow.

In HEAVEN, data is processed using neural networks, then the result is sent to the Skytracking Transport Security portal for visualization and reporting generation. The incidents are fixed by the system in automatic mode, each accompanied by GLONASS coordinates and a short video from the driver at the time of the incident.

During the pilot project in Veliky Novgorod, more than 200 incidents were recorded, including passing / failing identification, distraction, sleep, smoking, talking on a mobile phone, speeding. "GLONASS JSC has a navigation and information platform with the ability to receive and process in real time, accurate data on the location of vehicles and road accidents on a countrywide scale. The use of such information using machine learning algorithms and predictive modeling makes it possible to realize the concept of early warning of negative incidents in transport and to reduce the number of accidents caused by drivers by more than 70%, "commented Pavel Soloviev, Deputy General Director for Technical Policy of JSC GLONASS .
